Private medical colleges to give 50% seats at government college fees from next academic session: NMC

The National Medical Commission (NMC) has issued an office memorandum on February 3 which says that NMC has decided that the fees for 50 % of seats in private medical colleges and deemed universities should be on the same level as that of the government medical colleges.

Guidelines on the fee for 50 % seats in privately owned medical colleges to be effective from next academic session 2023-24.

Due to the high fee structure of private medical colleges, it has become quite impossible for students to grab a seat in them. The huge fees make it difficult for the middle class and lower-middle-class families to help his/her child to secure admission in private colleges. To secure admissions many families fall into the student loan trap and live a debt-ridden life after completing their MBBS courses. Many students also move to foreign soil to pursue MBBS as the fees are relatively less compared to India.

So, to help the national students National Medical Commission (NMC) has come up with a solution.   

On February 3, 2022, the NMC released an Office Memorandum which states that the fees for 50 % seats in private medical colleges and deemed universities should be on par with that of the government medical colleges of a specific state or Union Territory is going to be effective from the subsequent academic session 2023-2024.

They went on to mention that the principles would need to be implemented by each state’s or union territory fee fixation committee for his or her respective medical colleges.

According to the OM, the advantage of this fee structure would first be made accessible to those candidates who have availed the government quota seats but are limited to the extent of 50 % of the total sanctioned strength of the institute.

NMC further said if the government quota seats are less than 50 % of the total authorized seats, the remaining candidates would avail the benefit of having to pay a fee equivalent to that in government medical colleges, based purely on merit, the memo dispensed on February 3 stated.

“For determination of fees for MBBS/PG courses, it must be ensured that the principle of education being “not to profit”, is strictly adhered to,” it said. The government, however, has not yet released an official notification concerning the OM.

According to section 10(1)(i) of the National Medical Commission (NMC) Act, 2019, the panel shall frame guidelines for the determination of fees and all other charges for 50 per cent of the seats in private medical institutions and deemed-to-be universities governed under the provisions of this legislation.

Presently, fees at private colleges are fixed by the state regulatory authority for the merit seats. But after the enactment of the National Medical Commission Act, 2019, the NMCS has directed framing guidelines for fees and other changes in respect of 50% seats in private medical institutions.

These guidelines will be applied for admission in medical colleges via exams like National Eligibility cum Entrance Test (NEET).
